Description: The Oregon Department of Environmental Quality uses water quality standards to assess whether the quality of Oregon's rivers and lakes is adequate for fish and other aquatic life, recreation, drinking, agriculture, industry and other uses. DEQ also uses the standards as regulatory tools to prevent pollution of the state's waters. The Clean Water Act requires states to adopt water quality standards designating beneficial uses of the state's waters and setting criteria designed to protect those uses. States submit their standards to the federal Environmental Protection Agency for approval. This feature contains a spatial representation of Oregon's Water Quality Standards.The fish and spawning use designations included in this layer are intended to be as accurate as possible, however some errors may exist. In addition, the Oregon Environmental Quality Commission has approved and DEQ has submitted to the Environmental Protection Agency updates to the fish and aquatic life use designations. As of April 2025, EPA has not taken action on these updates. If approved, these updates will change the fish use designation and applicable temperature criteria for some AUs. In the case of any discrepancy, the applicable temperature criteria and geographic extent described in rule at OAR-340-041 shall take precedence over the layers in the GIS data

It defines the areal extent of surface water drainage to a point except in coastal or lake front areas where there could be multiple outlets as stated by the "Federal Standards and Procedures for the National Watershed Boundary Dataset (WBD)" “Standard” (http://pubs.usgs.gov/tm/11/a3/). Watershed boundaries are determined solely upon science-based hydrologic principles, not favoring any administrative boundaries or special projects, nor particular program or agency. This dataset represents the hydrologic unit boundaries to the 12-digit (6th level) for the entire United States. Some areas may also include additional subdivisions representing the 14- and 16-digit hydrologic unit (HU). At a minimum, the HUs are delineated at 1:24,000-scale in the conterminous United States, 1:25,000-scale in Hawaii, Pacific basin and the Caribbean, and 1:63,360-scale in Alaska, meeting the National Map Accuracy Standards (NMAS). Higher resolution boundaries are being developed where partners and data exist and will be incorporated back into the WBD. WBD data are delivered as a dataset of polygons and corresponding lines that define the boundary of the polygon. WBD polygon attributes include hydrologic unit codes (HUC), size (in the form of acres and square kilometers), name, downstream hydrologic unit code, type of watershed, non-contributing areas, and flow modifications. The HUC describes where the unit is in the country and the level of the unit. WBD line attributes contain the highest level of hydrologic unit for each boundary, line source information and flow modifications.

Description: This feature presents land ownership and jurisdiction which DEQ uses to identify potential Designated Management Agencies (DMAs) and other responsible persons that may have Total Maximum Daily Load (TMDL) implementation responsibilities. A designated management agency (DMA) is defined in OAR 340-042-0030(2) as a federal, state, or local governmental agency that has legal authority over a sector or source contributing pollutants. Typically persons, including DMAs responsible for implementing management strategies and developing and revising sector-specific or source-specific implementation plans are identified in TMDL Water Quality Management Plans (WQMPs) as described in OAR 340-042-0040(4)(I)(H). This map does not explicitly map or claim consistency with DMA’s identified in TMDL Water Quality Management Plans.The land ownership and jurisdiction for any location is determined by a combination of ownership, land use, zoning, and jurisdictional boundaries, such as city limits or county boundary. Cadastral boundaries and ownership information were acquired from county tax assessors. Ownership information provided by a county tax assessor was assumed to be the most accurate information.
