Description: Prepared By: Caleb White, Lead Forecast Researcher, OFRA, DHS|OHA, State of Oregon, Caleb.Z.White@state.or.us Prepared: January 8, 2016 Notes: Rural Population Numbers from U.S. Census Bureau, 2010 Census Summary File 1, Table P2. These number reflect the population in 2010 and thus differ from other totals by a slight amount. The rest of the data is from the U.S. Census Bureau American Community Survey (ACS) 5 Year Estimate, 2010-2014 In order to get data at the Census Tract level it must be aggregated over 5 years, so the rest of the numbers reflect in some sense an average population between 2010 and 2014 Total Population: from Table B17020 Poverty Status in the Past 12 Months by Age - Universe: Population for whom poverty status is determined Details on how the U.S. Census calculates poverty can be found at https://www.census.gov/hhes/www/poverty/poverty-cal-in-acs.pdf By Gender: from Table B17001 Poverty Status in the Past 12 Months by Sex by Age Respondents are asked if they were below the 100% FPL anytime in the last 12 months This table uses age brackets of 55 to 64, 65 to 74 and 75 years and older. To estimate the total 60 and older we multiplied the count in the age bracket 55 to 64 by 0.4777 for males and 0.4766 for females. These fractions reflect the average fraction aged 60 to 64 out of 55 to 64 from the 2015Q4 Office of Economic Analysis Demographic Forecasts from 2010 to 2014 contained in Appendix C. http://www.oregon.gov/DAS/OEA/docs/economic/appendixc.pdf By Race and Ethnicity: Any Minority: Subtract White Alone, Not Hispanic or Latino (Table B17020H) from Total (Table B17020). Hispanic: Table B17020I Native American: Table B17020C Native Hawaiian: Table B17020E Asian: Table B17020D African American: Table B17020B 2 or More Races: Table B17020G Limited English Proficiency: Table B16004: Age by Language Spoken at Home by Ability to Speak English for the Population 5 years and over - Universe: Population 5 years and over Respondents are asked if they Speak English "very well", "well", "not well", "not at all". We classified those that did not speak "very well" as limited proficiency. Disability: Table B18101: Sex by Age by Disability Status - Universe: Civilian noninstitionalized population Adults is aged 18 and over The ACS questionnaires cover six disability types: Hearing difficulty: deaf or having serious difficulty hearing. Vision difficulty:  blind or having serious difficulty seeing, even when wearing glasses. Cognitive difficulty:  having difficulty remembering, concentrating, or making decisions. Ambulatory difficulty:  Having serious difficulty walking or climbing stairs. Self-care difficulty:  Having difficulty bathing or dressing. Independent living difficulty:  having difficulty doing errands alone such as visiting a doctor’s office or shopping. Respondents who report anyone of the six disability types are considered to have a disability. 185% FPL: Table B17024 Age by Ratio of Income to Poverty Level in the Past 12 Months This table also uses age brackets of 55 to 64, 65 to 74 and 75 years and older. To estimate the total 60 and older we multiplied the count in the age bracket 55 to 64 by 0.477. Grandparents Responsible for Own Grandchildren under Age 18: Table B10059 Poverty Status in the Past 12 Months of Grandparents Living with Own Grandchildren Under 18 Years by Responsibility for Own Grandchildren and Age of Grandparents - Universe: grandparents living with own grandchildren under 18 years for whom poverty status is determined These are grandparents both living with and responsible for their own granchildren who are younger than 18 Living Alone: Table B25116 Tenure by Household Size by Age of Householder- Universe : Occupied housing units This is technically a housing count, but since each household is a person living alone it also represents a person count This table also uses age brackets of 55 to 64, 65 to 74 and 75 years and older. To estimate the total 60 and older we multiplied the count in the age bracket 55 to 64 by 0.477.
