Thanks - 5/3/2019The nine pedestrian planning areas were developed by Christina Blackston, the first project manager for the Pedestrian Plan Update adopted in 2017. The areas were established to match concurrent work by Jason Patton on eight zones for bicycle planning. The nine areas and the eight zones follow census tract boundaries, reflect geographic edges (hills, freeways, distinct neighborhoods), and are reasonably balanced with respect to land area and population. (Oakland’s wide range of population densities makes it impossible to have zones of equal area and of equal population.) The boundaries of the nine areas and eight zones are identical, except for the following. The Pedestrian Plan has separate areas for Downtown and West Oakland, whereas the bicycle planning has Downtown/West Oakland as a single zone.The nine areas are:Downtown [combined with West Oakland in the bicycle zone analysis]West Oakland [combined with Downtown in the bicycle zone analysis]North Oakland/Adams PointEastlake/FruitvaleGlenview/Redwood HeightsCentral East OaklandColiseum/AirportNorth Oakland HillsEast Oakland Hills

Description: In October 2011, Alameda County's LAFCo sent out the City Boundary layer for the City of Oakland, and the City revised the boundary to make sure no land near the water is cut off and City line on the waterline between the Cities of Oakland and Alameda follows the mid-point.
